Government
Small, accountable, written down. The Republic is run by its citizens through a Founding Council and four Ministries.
Founding Council
The Council is the legislative and executive body of the Republic. Its members are elected from among the citizens and serve fixed terms. The Council issues Decrees, ratifies the budget of the Treasury, and convenes referenda.
The Four Ministries
Treasury
Custodian of the Azul. Maintains the national reserve, authorizes stipends and grants, publishes the ledger.
Stewardship of the Land
Guardian of the island’s reef, forest, freshwater, and built footprint. Reviews any work proposed on or near the territory.
Public Records
Keeper of the citizen rolls, decrees, oaths, and the historical archive. Issues national IDs and verifies citizenship.
External Affairs
Represents the Republic to other nations, organizations, and the press. Handles diplomatic correspondence.
How decisions are made
- The Council debates publicly and votes by simple majority.
- Approved acts are published as Decrees in the public record.
- Any Decree may be repealed by a citizen referendum of two-thirds majority.
- Charter amendments require a two-thirds referendum and cannot diminish Articles I and II.
Accountability
Every Council vote, ministerial appointment, treasury action, and citizenship decision is part of the public record. Citizens may petition the Council on any matter and the Council must respond within thirty days.
