The Republic of Monteverde Azulado is hereby declared founded, its Charter ratified, and its citizenship rolls opened to all who freely take the oath.

Establishment of the Treasury and the Azul
The national currency of the Republic shall be the Azul (₳). The Treasury is established as its sole authorized issuer.

Founding Stipend
Every citizen admitted to the Republic shall receive a founding stipend of one thousand Azules upon swearing the Citizens' Oath.
